1.0 Title: Title: Strengthening National Level Leadership on SMC Policy Rollout in Uganda 2013

2.0      Goal – To Strengthen Coordination of SMC Services at the National level in Uganda

2.1         Objective of the Project

  1.   To interest the leadership in the HIV response to appreciate in SMC for HIV prevention in Uganda by 2014.
  2.   To strengthen coordination and partnership among SMC service providers for effective SMC service delivery in Uganda by 2014.

2.2 Outcomes:

–          Improved leadership and coordination of SMC implementation at the national level

–          Increased knowledge and appreciation of SMC for HIV prevention among leaders and CSOs

 

b)   AVAC 2011

Documentation of Lessons Learned in Medical Male Circumcision (MMC) Project Implementation and Ground Laying for ARV-Based Prevention in Uganda

Project objectives:

  •  To contribute to policy dialogue on ARV-based prevention, including “treatment as prevention for HIV positive people,” PrEP and ARV-based microbicides at national level
  • To document experiences & lessons learned in budgeting, human resource planning & messaging for MMC project implementation in Kayunga.

 

Project Out puts:

a)         Civil society “platform” on ARV based prevention constituted with partners

b)         A documentation that informs the roll out of SMC policy implementation in Uganda

UNASO Consortium CSF project:

Since January 2011, Uganda Network of AIDS Service Organisations (UNASO), National Forum of People Living with AIDS Networks in Uganda (NAFOPHANU) and Uganda Network on Law, Ethics and HIV&AIDS (UGANET) have been implementing a CSF funded project aimed at strengthening the capacity of district networks in policy advocacy, coordination and networking to respond to the effects of HIV&AIDS IN Uganda.

Specific Objectives are;

  1. To strengthen the capacity of 25 district networks to generate demand for availability & utilization of quality age & gender sensitive HIV&AIDS services by end of December 2014.
  2. To strengthen institutional capacity of consortium secretariats and 25 networks to support district based policy and programme advocacy & coordination for HIV&AIDS response at various levels by end of December 2014.
  3. To strengthen linkages and strategic partnerships in 25 districts for a harmonized and coordinated HIV and AIDS response by end of December 2014.
  4. To strengthen monitoring and evaluation capacity of 25 district networks to track performance, documentation and reporting by end of December 2014.

Key Activities

Objective1. To strengthen the capacity of district networks to generate demand for availability & utilization of quality age & gender sensitive HIV&AIDS services by 2014

  • Mentoring and coaching of 25 district networks in the development of policy advocacy materials
  • Conduct Community dialogues in 25 districts
  • Conduct Duty bearer dialogues /round table meetings
  • Adopt and print advocacy tools and materials
  • Capacity building of district networks in the use of social accountability tools to improve citizens’ engagement to demand for their rights

Objective 2: To strengthen the institutional capacity of the consortium secretariats and 25 district networks to coordinate the HIV/AIDS response at district and lower level by December 2014. 

  • Provide technical support to District and National CSO HIV&AIDS response coordination
  • Train consortium members in gender mainstreaming and strategy development.
  • Hold 3 days training to develop sustainability plans for the networks and the national consortium.
  • Support district networks with external audit
  • quarterly district networks committee meetings
  • Support district network coordination offices
  • Support quarterly board meetings

Objective 3: To strengthen linkages and strategic partnerships in 25 districts for a harmonized and coordinated HIV and AIDS response by 2014.

  • Facilitate CSOs representation on different LG coordination structures and support regular consultation and feedback with stakeholders:
  • Bi- Annual performance review meetings with CSOs at district level
  • Support mapping of PLHIV networks at sub county level in the 25 districts
  • Provide Technical Support to network regionalization

Objective 4: To strengthen monitoring and evaluation capacity of 25 district networks to track performance, documentation and reporting by Dec 2014

  • Support joint consortium quarterly supervision visits:
  • Conduct national level coordination meetings for consortium members
  • Support District Networks to develop M&E systems and address gaps in data collection, analysis, documentation of best practices and reporting.
  • Hold quarterly review meeting with district networks

 

Target Groups

The project consolidates the work undertaken in the 25 districts in the eight regions in Uganda. These include: Nebbi, Arua, Gulu, Kitgum Moroto, Nakapiripirit Jinja, Mbale, Kapchorwa, Busia, Mayuge Soroti, Kaberamaido Kabarole, Masindi, Hoima Mbarara, Kabale, Ntungamo, Bushenyi Rakai, Masaka, Wakiso, Mityana, and Mpigi. This intervention focuses on the following target groups: district and lower level networks, their member CSOs, local government leaders, the media and community members
